Dear Len,
Thank you so much for informing us about your petition on the effects of Agent Orange. I am honoured to sign it, and of course we will give you what help we can by publicising it.
In my work as a Member of the European Parliament, I dealt with hundreds of complaints about environmental abuse. Surprisingly common, and deeply distressing were the complaints about dioxin poisoning, which was held responsible for more than a dozen deaths in two streets which were close to a contaminated plant in Wingerworth. We had similar complaints in a number of industrial areas, so that we are well aware of the toxicity of dioxins. To spread them deliberately as a weapon of war is almost unbelievably cruel.

The Abolition Global Council, sent a letter to members of the Security Council and other representatives to the UN about a "non-proliferation" resolution proposed by the United States to stop the spread of nuclear, biological and chemical weapons which utterly fails to mention any obligation for the nuclear weapons states to get rid of their own nuclear weapons, let alone stop their illegal proliferation of new weapons.
They are calling for help with combating the proliferation of nuclear weapons, by writing to your foreign minister and expressing your concerns. Provided is a template letter for you to follow. For example points you need to make are:
--The elimination of nuclear weapons is vital for the safety of the world. The NPT, though imperfect, commits all nations to bring about the elimination of nuclear weapons. The upcoming prepcom is an important forum in which the NPT and the elimination of nuclear weapons may be supported by your government.
--The NPT and progress toward nuclear disarmament, is threatened as never before, including by Bush administration policy, including both the moves to ready the US nuclear testing facility for use, the construction of the 'modern pit facility', and the development of new types of nuclear weapons and delivery systems.
-Your government can take action to support the NPT and the elimination of nuclear weapons, and in particular should support the call made by the head of the IAEA, Mohammad El Baradei.
If you live in a country that serves on the Security Council, which includes Chile, China, France, Germany, Pakistan, Phillipines, Romania, Russia, Spain, UK, US, Algeria, Angola, Benin, and Brazil, it's particularly important that you write to your government and urge that disarmament be included in any resolution adopted and that the proceedings be open and transparent. If your country is not currently serving on the Security Council it's still important that you contact your government leaders as they will may use their influence with other members on the Council to block a one-sided resolution that only seeks to keep others from acquiring nuclear weapons while giving the nuclear weapons states a "free pass".

Praful Bidwai is co-author (with Achin Vanaik) of the authoritative work on the India-Pakistan nuclear confrontation, South Asia on a Short Fuse: Nuclear Politics and the Future of Global Disarmament. He is also is one of India's most widely published columnists. Formerly a Senior Fellow of the Nehru Memorial Museum and Library, he is a winner of the Sean MacBride Prize for 2000 of the International Peace Bureau.
He has recently produced this article, Courting Nuclear Disaster, which gives us a thumbnail sketch of the issues involved in the burningly urgent stand-off between India and Pakistan over Kashmir.
