American Nuclear Posture Review?

I was embarrassed to notice only recently, that I have still to respond to your letter of 12th March on the problems posed by the US Nuclear Posture Review. I can agree with your assessment about the concerns of crises.

They were very much on our mind when my Swedish colleague Anna Lindh and I wrote about the threats of NMD in our article which was published in the International Herald Tribune the 3rd of July, and which I enclose in case you have not seen it.

This is also at least a partial answer to your proposal about a possible general appeal about the issues involved. I very much welcome such an appeal, although I cannot as Foreign Minister be formally a signatory to it. But if you pursue the proposal please keep me informed.
